5. Emergence of Environmental Taxation as Key Policy Issue

6. Health Care and Tax Reform

7. Growth of Tax Competition (Good and Bad)

8. Rising Popularity of Nanny Tax Policies

9. The Tax Gap

10. California’s Decade of Fiscal Decay

Stories 1, 2, 3, 6, 9 and 10 are no-brainers, but any of the others might be replaced with one of the following:

• UBS, voluntary disclosure and the crackdown on offshore tax evasion 
• Celebrity tax problems 
• Tax preparer regulation 
• Creative tax proposals (backdoor taxes)
