Jay told this joke a few months ago when Rangel was discovered to have failed to report $75,000 of income he received from the rental of his Dominican Republic vacation home.
This is funny, but Jay is being naive. Rangel doesn’t actually write the tax laws, his staff does. And I’d be willing to bet that like his colleague John Conyers (D-MI) he probably doesn’t even read the bills his committee drafts.
Still, he’s preferable to this wanker.
